Draft Local Transport Plan 2011 - 2030 (LTP3)
On behalf of the Jack Straw’s Lane Association I wish to:
1. Endorse Oxfordshire County Council’s opposition to any new development where there is insufficient capacity on the transport network available to accommodate its impact and where arrangements for releasing additional capacity have not been agreed with the developer (Policy SD3).
2. Express concern regarding proposals that the County Council should work with Oxford City Council to encourage the redevelopment of workplace car parks. The loss of parking from places of work is likely to lead to the employees affected taking up public car parking within the city, which is already in short supply.
We are also concerned about the proposal to redevelop public car parks in the city. (We have submitted comments on this to the City Council in relation to the Sites & Housing Development Plan Consultation.) Even people who are keen to cycle/use public transport whenever possible sometimes need to use their car to transport a heavy load. Not everyone can – or wishes to - order their shopping online for delivery. The elderly and people with young children, in particular, would be inconvenienced by such plans. These limited parking spaces provide essential access to local facilities and removing any capacity before a properly integrated and affordable transport network is in place would represent a significant loss of amenity.
Oxford is struggling to cope with its present volume of traffic and there are physical limits to any future growth.
