Following consultation, the City Council's Core Strategy 2026 was adopted on 14 March 2011.

Following the adoption of the Core Strategy 2026 on 14 March 2011, Oxford City Council carried out a consultation in June and July the same year seeking views on 'Preferred Options' for the
Sites and Housing Development Plan Document (DPD), which sets out policies for residential development, including the delivery of affordable housing, as well as allocated sites for development, in preparation for its submission to the Planning Inspectorate. (The Core Strategy does not specify sites for development.) The resulting draft 'Proposed Submission Document' was then put out for further consultation, after which a table of proposed minor changes (many relating to water/sewerage capacity) was drawn up in preparation for the public hearings in Oxford Town Hall. During these hearings (10 and 21 September 2012) the Sites & Housing DPD was considered by the Inspector, Dr Shelagh Bussey, DIPTP DIPEM MA PhD MRTPI.
SITES AND HOUSING DEVELOPMENT PLAN
At a full Council meeting on 18th February 2013, Oxford City Council voted to adopt the Sites and Housing Development Plan (as amended by the Inspector in her response dated 2 January 2013). It now forms part of the statutory development plan and therefore carries full weight in determining planning applications. The Plan, as well as the Inspector's report and amendments, can be downloaded from https://www.oxford.gov.uk/sitesandhousing
